You need a programm where you're able to create layers. Create two layers, one should be empty (means that there's nothing drawn on it (in PS you see an checkmate-pattern there, when the layer is blank)). This layer has to be placed under a second layer. On the second layer you draw whatever you want, then save it as png and you should get an image without background :>
This is probably one of the better Pokesonas I've seen on dA for one reason: IT LOOKS LIKE AN ACTUAL POKEMON. All that looks different from a regular Quilava is more human-like eyes and a scarf, but really, that's all you need. I mean, you look and see mixups of Pokesonas with 2 or 3 Pokemon at once and horribly overdone color palletes and 70+ random widgets thrown on for lulz. This is simple, but it still goes a long way.
